This was authorized by an Army Order in July 1908, following recommendations from a committee formed by Lord Haldane, the Secretary of State for War, to address the shortage of army officers. The OTC was then formally incorporated into the new Territorial Force, as created by the Territorial and Reserve Forces Act 1907. '
