'The Clifton College Officers Training Corps (OTC) was established in October 1908 as part of a national initiative to create military training units in public schools and universities. This was authorized by an Army Order in July 1908, following recommendations from a committee formed by Lord Haldane, the Secretary of State for War, to address the shortage of army officers. The OTC was then formally incorporated into the new Territorial Force, as created by the Territorial and Reserve Forces Act 1907. ' ​
