This is a Victorian driving whip featuring a cladded brown English leather handle, furnished witha  silver top and collar hallmarked for:

G. & J. Zair were independent whip & walking stick makers founded in the 1830s in Birmingham until they were bought by Swaine & Adeney in 1927. ​

Holly shaft finished with a plaited white leather lash. 

A good quality whip, suitable for use or a collector.
